Text is lost when a block of text starts with a quote char but doesn't have a matching end quote (and encounters and open or close block token).

I don't understand what this block of code is for. I don't see that a " char is a special case in the RTF spec. It also appears to be buggy in that unmatched quote chars will cause text loss.
