Add C++ function template to retrieve max value of enum

We often have to iterate or perform tasks for each option of an enum in C++, and there isn't a good way to do that right now.

Add C++ function template to retrieve max value of enum.
I chose to add to top level djinni namespace to avoid conflicts in existing code.
