For Windows:
Running startup batch script will add current directory to user environment variables

It will make sure it's not already added

can we add this as a command to the sce batch file instead? similar to ./sce.sh completion it could be .\sce.bat path or something, and thats what sets the path vars

do we need this? cant the user just copy paste this line in their own terminal

Also add trailing new lines to the files.

I believe this is already run by default on most terminals so the user just needs to make the change once in bashrc.
