Motivation
Unit_hipStreamCreateWithPriority_ValidateWithEvents is failing on gfx950.
Technical Details
Increase number of blocks to fully occupy the GPU, making stream priority differences observable on all asics.
Test Plan
Run this test on different asics multiple times.
Test Result
Passed.
