add cuopt direct solver

Fixes #3626

Summary/Motivation:

Add cuOpt math optimization (includes LP and MILP) solver backend to Pyomo so users can solve pyomo models with cuOpt

Changes proposed in this PR:

• Add cuopt_direct solver plugin
