Addresses #2073.

Overview of changes:

As brought up in #2073, we should include a section in the developer guide for GitHub team management. This will allow the GitHub teams to be more closely maintained by the senior developers, and allow for easy mass requests e.g. mass PR reviews from all junior or senior developers.

Anything you'd like to highlight/discuss:

This PR shouldn't close issue #2073; ideally, we should test out this workflow at least once more before finalizing it.
