Dear jd41,

INSTALL is a standard file provided in GNU software. It is not customary to change it. The use of the autogen.sh script to generate configure is described both in README and PORTING. I guess the instructions in README could be clarified further by mentioning that autogen.sh generates configure, though.

Is this answer satisfactory and I can close this PR?

Fair enough. I feel compelled to say that I still don't see why one wouldn't change information that is incorrect in the specific case because it's not customary (or remove INSTALL altogether - it seems to me that README contains all relevant information here). But it wasn't particularly confusing to me, and it's not a hill I'd like to die on :-)

I don't think that changing things in README would matter - a user who wants to install will probably look in INSTALL first, and README only afterwards.
