Add minimal support for HIP/ROCM.
Further work is needed for :

  • Compiler warnings
  • Tests
  • Optimizations
  • There is a shell script for building this (alternatively you'll have to set the environment variable as shown in build.sh) as it is [to my knowledge] not possible to change the rustc linker within the build.rs file
