Zoning ByLaw Mod

This mod will allow players to zone land based on certain parameters instead of just through preset themes and zoning types.

Features for Beta:

• Creating and Saving Custom Zones (via Temporary UI, will polish it later)
• Buildings Spawn Based on Parameters set by player

First parameters to aim for:

• Use (Commercial, Residential, Office, Industrial, etc.)
• Height (metres)
• Max & Min Lot Size & Frontage (metres or units)
• Parking (minimum, maximum)
  • this will likely be just if there's parking or not for beta release.
