SDKS-3975 Release activities for ForgeRock Android SDK 4.8.0

Description

• Enable back the Mend SAST scan report (json format only).
• We decided to NOT produce and publish PDF reports for SAST scans.
• Added timeout of 10 minutes so that the pipeline does not hang in case the report is not produced for any reason.
