Update secrets licensing for pre-commit and pre-receive (AST-104600)

We already developed for the main flow (#1243) but we still need to update the pre-commit and pre-receive licensing for secrets. This is what this PR is for.

We want do add the new licensing logic under the SSCS_NEW_LICENSING_ENABLED feature flag:

• Enterprise Secrets will be renamed to Secret Detection
