While we're taking this MSRV bump, we can also update `constant_time_eq`, which uses the 2024 edition in its most recent versions.

While we're taking this MSRV bump, we can also update
constant_time_eq, which uses the 2024 edition in its most recent versions.I'm not sure exactly when we'll want to land this, and I don't have any particular reason to take the big MSRV bump, but at some point we'll do all this at once.
