This PR fixes a bug reported by customers by restoring proper fall‑through behavior in
ChainedTokenCredentialpreservingCredentialUnavailableExceptionfromManagedIdentityCredentialand broadening IMDS/network unavailability detection to avoid premature authentication failure locally.
