This PR simplifies the instructions for using the ruleset by dropping the variant that specifies the ruleset URL on the command line.
Using the URL to the ruleset on the command line is unwieldy, and I think most users will want to create a configuration file so they can turn off chatty rules.
I also added an explanation of how to disable rules in the configuration file.
