Issues API appears to work differently when running debug vs release in VS

I encountered a strange issue in which, while debugging code updates, calls to the issues API worked fine despite the project being archived. When switching to Release and building the project, the calls failed with a 403. Could you shed some light on this? Sheer curiosity.
