Current Behavior

currently ox rlp encode false as "00"

Rlp.fromHex(Hex.fromBoolean(false))
// '0x00'

Expected Behavior

but geth expect "80" https://github.com/ethereum/go-ethereum/blob/master/rlp/encode_test.go#L94

Your reproduction is encoding from a hex value of 0x0. Ox does not support typed RLP-encoding (yet). Moving to discussions.
