Support Win10 Control Center in Win11 22000+

In 26200,we still can use RegEdit to add "UseLiteLayout" under "Control Center" to enable legacy Win10 Control Center , so i wonder if it is possible to customize it by EP

@RJMultiDev The 10 action center is gone on 22000
The reason why the 10 Action center exists on newer 11 is because 22H2 (nickel) was developed on a different build branch than 22000 (cobalt) and MS forgot to remove the code for it
Also that subsequent windows 11 builds were based on 22H2's (nickel)
