Implement blacklist for external URL checker #455
Description
One problem with external URL checking is that sometimes URLs go down and take some time to come back up (e.g., as people migrate their blogs). In the meantime, the CI is always failing. It would be nice to have a time-bounded blacklist for such URLs: they would be ignored until some timeout expires.
