Timeline template issue

during the sanity testing for https://topcoder.atlassian.net/browse/PLAT-1010 found this issue regarding timeline templates.

When we edit the start date of a phase, all the durations of all the phases gets updated. This was working fine until the latest build.

Note: Submission phase always starts 5 mins from start of registration phase, but here it is a few hours later.

@standlove , this auto corrected after a some time

Further notes: When i changed the duration of a phase to 10 mins, it did not reflect in the timeline template correctly ( it was longer than set) , but the phase closed on time.
