Topcoder CLI Tool Issues

-- Topcoder CLI tool command stated in the Readme is incorrect - stated as "tc-submission-cli" - should be "tc".
-- The CLI tool does not validate Challenge Ids - gives a success response for incorrect Challenge Ids.

Steps to reproduce the behavior:

1. Follow the installation steps indicated in the Readme.
2. The command stated does not work.
3. Run command "tc" - Submission works correctly as described for valid Challenge Ids.
4. Change Challenge Id to incorrect/not existent Challenge Ids. Run "tc". Response indicates success.
