Allow for other users not using SAML

ability to add other users not just an admin user so can have clients that dont use sso accounts for example a hosted domain on cpanel dosent use sso or saml

Cant see if this is already posisble

Would suggest taking a look at something like AzureAD, especially now that it's free - https://azure.microsoft.com/en-gb/pricing/details/active-directory/ ;)
