[Enhancement]: Support intra-broker throttling on rebalance

Cruise Control will soon support throttling on intra-broker replica movements. The PR is under review and will be released in the near future.

Strimzi should support this functionality, also.

Suggested solution

Add logDirThrottle to KafkaRebalanceSpec, alongside with replicationThrottle.

Triaged on 15.5.2025: We should add support for this once it's in Cruise Control. @dongjinleekr once the change is in Cruise Control in a released version would you be interested in adding this feature to Strimzi to support it?
