Add NER for Urdu pipeline

Stanza promises some basic functionalities for all languages but NER is not implemented for Urdu yet.

I will add a NER module for Urdu to stanza

The alternative is status quo where NER using stanza in Urdu is not possible.

We can certainly do this. Do you know if there are any Urdu datasets which are the most used or considered the most accurate?

Thanks for responding, the ecosystem for the language is very fragmented so cannot answer this definitively but I am going to work on that and later add a model to stanza. Opened this issue because the contributor's guide said that I should first open an issue if I want to contribute.
