In a native audience a user cannot enter the audience again unless the following events take place, or the user Exists the audience and can re-enter based on the build criteria:
Meaning the user can reenter the audience with following events too , other than satisfying Audience builder criteria :
Merge Events: A merge occurred for this user.
New External IDs: Adding a new external_id to the profile can trigger these events.
Multiple Emails: If the user has multiple emails, Personas generates one event per email for each audience or computed trait event.
Anonymous Audiences: When the “include anonymous users” option is enabled for an audience, Personas sends one event for each anonymousId associated with the user profile, resulting in multiple events if there are multiple anonymousIds.

In this case, an Audience works well since the user can re-enter the Audience regardless of how many times they’ve already done so.
