Bazel Arm toolchain download failing

The Bazel presubmit checks are currently failing when downloading the Arm toolchain (eg https://github.com/raspberrypi/pico-sdk/actions/runs/19863480889).

It is throwing an error that the checksum doesn't match, however if I manually download the file from https://developer.arm.com/-/media/Files/downloads/gnu/13.2.rel1/binrel/arm-gnu-toolchain-13.2.rel1-x86_64-arm-none-eabi.tar.xz and calculate the checksum, I get the correct value of 6cd1bbc1d9ae57312bcd169ae283153a9572bd6a8e4eeae2fedfbc33b115fdbb which suggests something is going wrong during the download? Probably needs further investigation from @armandomontanez

Could this be related to (the same problem as) carlosperate/arm-none-eabi-gcc-action#79 ?

Yes, that could be the cause of this problem, if the Bazel download tool cannot handle redirects

#2752 keeps both URLs, which should make this more robust in case the redirect behavior is reverted.
