Review configure options

At the moment we use minimal options to configure R. We should review the options to consider if others should be recommended for regular use/for specific use cases. In particular, it is likely that certain options will be useful for people working on the C code.

@avinab-neogy I remembered a change that we will want to make now we are enabling C debugging (#196).

We will want to set CFLAGS="-g -O0" as described here: https://bookdown.org/lionel/contributing/building-r.html#environment-variables.

Adding this to the postCreateCommand in devcontainer.json , will be opening a PR that will address this as well.

This issue has been resolved by updating the documentation to include the flags in the build configuration process. #267
