Terraform now supports "Allow disabling sending status emails for SES"

I randomly noticed at the bottom of https://github.com/pypi/infra/blob/main/terraform/email/main.tf#L153

# TODO: We can't disable the policy of sending emails for a SES domain yet, because
#       this functionality doesn't exist in terraform yet. The issue to track this
#       is https://github.com/terraform-providers/terraform-provider-aws/issues/4182.

This functionality has been released in v4.38.0 of the Terraform AWS Provider.
