Internal Package Name Translator

For now, I've made a proof-of-concept of sorts with this commit. The aim is to only have to write a script for a given naming dictionary (let's say, Arch) and the librarized function will translate the package names that are different. It supports multiple packages if more than one package is needed in some system to replicate the functionality of a single one in another.

I'd like all collaborators involved in this project to take a good look at it, and if/when possible, help refine it and add to its dictionaries to the point it becomes usable even in manifest mode, translating packages that are not a part of LinuxToys' feature set for the users.

To be clear, this library will not be activated, remaining dormant in code until fully completed and ready for deployment.
