update issue template

To improve the quality of the submitted issues. I have updated the primeng-issue-template.

I have made the following changes:

• Angular 19 & PrimeNG 19
• added tailwind config
• updated the readme
• created a primeng module that exports all components
• remove files that are not needed anymore (tslint.json, environemt files, app.routes, etc.)
