Dev Avatar Create Tool

Create a tool to create a test environment by freely setting up avatar in a development environment. List the features that the tool seems to need.

1. The avatar information to be created for development is created in the 'git ignore' path so that the avatar can be created based on the data.
2. If there is no data, an avatar is created using the basic value data included in the path managed by 'git'. And this data acts as a preset for generating custom data. (I'm thinking of adding all the equipment based on the table data)
3. Implement the function so that the data can be modified and used, so that it can be worked on the "Nine Chronicle Unity Project" or a separate tool. (https://github.com/planetarium/NineChronicles)
4. Configure data so that users can freely set stats and skills on specific equipment
5. Enables the creation of 'custom craft' equipment.

스킬을 추가할 때 같은 스텟 스킬별로 전투 시뮬레이션 n회씩 돌려서 승률비교하는 그런것만 있어도 밸런스 체크하는데 큰 도움이 될거라고 생각하는데..

저는 휴리스틱하게 데이터를 설정해서 케이스를 보는것도 좋겠지만 우선적으로 제가말한식으로 체크하는 프로세스가 우선적으로 있어야 할 것 같습니다
