Allow veewee/xml:^4.0. They dropped 8.3> support

I'm afraid its too soon for this... (on all the issues you opened in this github project). This will make it impossible (or at least too inconvenient) for me to maintain changes cross PHP versions.

v4 is PHP 8.4+ only (given the spec compliant mode is only introduced and only available in that PHP version)
v3 will be supported for a long time (as mentioned in the veewee/xml). Once adaption rates for php 8.4 are high enough, I am open for upgrading these packages.
