Added cases for language facility checks in Belgium

In Belgium there are several regions or municipalities where a special regime applies for a minority language (see the OSM wiki page and the general wiki page).

Currently osmose gives a lot of unwanted errors for streetnames in these regions, namely "Default and local language name not the same", when both names are tagged according to the (eg.) "name='fr name' - 'nl name'" conventions. I have added some rules in this commit in my fork, and was wondering what the proper etiquette is for initiating a pull request.

Ok. But we do not have the OSM extracts at this boundary level.

Maybe we can review the BE split and use this municipality groups ?

We already have Germany community here: https://download.openstreetmap.fr/extracts/europe/belgium/.

Is the split you are talking about different than this one?
