Add MongoDB query conditionals to sys.upgrades filter.

market.browse has it. Why can't sys.upgrades?

Makes some workflows really annoying, and expensive on runtime and char counts.

I know it has support already, but it seems to be limited. Prime example being that I can't seem to use $regex. It seems to be really weird.
