shipping price doesnt display when first loading stage 3 in the checkout

I have a site where we have UK shipping and international shipping. There are 2 shipping options in the UK and UK is the default country.
However, when I go to step 3 the shipping value is £0.00. If I go to previous page and back to step 3 it appears and works.
The first shipping option radio button is selected, if I try and select the second radio button it reloads the page but updates with the first radio buttons price. At this point once its loaded it starts to work correctly.
Any ideas?

Sorry for the late reply. OutLook insist on throwing github to my clutter box.
Off the top of my head I would say it sounds like a shipping provider is activated that shouldn't be. I can't recreate on my dev system. Maybe you could show me in a video conference? I'll be able to see the problem.
