Update package-lock.json with i18n

Cherry-pick https://gerrit.openbmc.org/c/openbmc/webui-vue/+/82876,
using latest openbmc/openbmc, point at my local webui-vue repo (devtool
modify -n  webui-vue <local repo>) and build p10bmc. Looks like Yocto is
using nodejs_22.16.0.

Tested: p10bmc builds.
