[spec 1.45.0] add resource detector name

This is already partly implemented for sdk-config, are there other changes in the SDK/registry/factories etc for this?

I think this should be open-telemetry/opentelemetry-specification#4461 not 4489

How does this spec apply when multiple detectors provide the same namespace, e.g., #1628 ? It sounds like the Apache and FPM detectors should be named service, but also that doing so should generate an error?
