Handling of tags that are partially identical to another tag

Steps to reproduce

1. Edit any entry. Create and set a new tag e.g. "Webserver" there
2. In the same data entry create a new tag that is partially identical to the first tag e.g. "Server"

Expected behaviour

New tag should be created and be independent to the other tag.

Actual behaviour

It is difficult to create the tag as it will first automatically set "Webserver" and only after that you are able to create "Server". "Server" is not shown in the tag list, as long as you do not eliminate "Webserver" from the list by selecting it.
