Shared package between two remote's remote app.

I have a scenario to create a new MF2.0 app under a legacy MF1.0 remote app which is set under a large host app.

That means, I create runtime with init function without shared config in the remote app and in this case we don't have a normal way to share packages since all MF2.0 app don't have a common father.

Looks like

Host -> Remote -> Modern Remote
     -> Another legacy remote -> Another Modern Remote (Couldn't share with the Modern Remote app)
