Describe the bug

When upgrading a target with IIS 10, the upgrade failed with an invalid template error. Tracing the code revealed PowerStigConvert has issues with the mentioned XML files.

10-0.3.3 and 10-0.34 org settings file contain XML errors.

To Reproduce
Open either IISServer-10.0.3.3.org.default.xml or 3.4 version, both have XML errors.

Expected behavior
XML file opens without error
