Maxminddb 3.0.0 is available

It seems to me that this constraint can be updated to include version 3 of Maxminddb:

I've tried to build geoip2 with tests enabled and with the latest version of maxminddb in Fedora Linux and it seems it works fine.

Thank you! Yes, we released 3.0.0 yesterday. We're planning to wait a couple weeks before updating this package in case there are any issues with 3.0.0, just to be safe before a wider rollout.
