Device > Facilities - Unnecessary menu items displayed along with the "Sync all facility data"

Observed behavior

If I have several facilities, then when I go to Device > Facilities and I click the "Sync all" button I can see unnecessary "Import facility" and "Create new facility" options displayed to the right of the "Sync all facility data" modal.

I'm able to replicate this in both Chrome and Firefox.

Expected behavior

Only the "Sync all facility data" modal should be displayed in this case.

Steps to reproduce the issue

1. Install Kolibri 0.18
2. Go to Device > Facilities and create and register at least 2 facilities to KDP
3. Click the "Sync all" button
