Follow-up to "Handle missing resources better in quiz editing"

1. When I attempt to preview deleted questions - in that case I can see the titles of the questions but if I try to preview them I am seeing "Kolibri is unable to render this resource" and the problem with that is that it's not clear why this is so whether the resource is not working properly or is not present on the device.

2. When I try to add more questions and there are no resources, then I am seeing "There are currently only 0 questions across all practice resources on your device", the "Continue" button is still active too.
