How is PipelineConfig intended to be used in KFP V2?

Hi,

Following some of the discussion and pull requests around this I saw that @gregsheremeta added the PipelineConfig to KFP versions 2.10.0 and greater. I see that this change was merged but nothing was added to the Pipeline level config (sdk/python/kfp/dsl/pipeline_config.py)

How was this intended to be used? I want to change the ttl_seconds_after_finished for the pipeline. How can I use the PipelineConfig to do that?
Is there a plan to add config options in later versions? something like the example you talked about (#11113)
