[Summer OSPP 2025] Support Eviction Queue with Dynamic Rate Limiting

The Cluster Failover feature is designed to significantly enhance the availability of services in a multi-cluster environment. As a critical and feature-rich capability, we always place high importance on user feedback and continuously iterate and optimize it, striving to deliver a superior user experience.

The eviction queue that supports dynamic rate limiting is a component within Cluster Failover, distinct from standalone modules. Therefore, we plan to conclude the design and development of this feature by the end of Summer OSPP 2025.

To facilitate the advancement of project development, we have broken down the following subtasks according to resource granularity.

Follow-up Tasks:

• Group all of the eviction-related flags together to group like Cluster Failover flags.
