Add User Management to Elasticsearch Service Cluster using Amazon Cognito

Right now, the current stack relies upon using IP restriction via a hardcoded GitHub secret to prevent unauthorized access of the Elasticsearch Service cluster. This should be replaced with an Amazon Cognito User Pool.
