Why doesn't SMB show the merge option when copying and pasting on macOS anymore?

In the past, when there were differences between files in the source folder and contents in the target folder during copy-paste, a merge option would appear, allowing you to keep both files from the source and target folders. Why are there now only options to stop or replace?

For example:

FolderA
|_fileA
|_fileB

# Target Folder
FolderA
|_fileC
|_fileD

# Merged Target Folder
FolderA
|_fileA
|_fileB
|_fileC
