Description

Change boilerplate text from IETF Trust to IETF Intellectual Property Management Corporation (IPMC)¹².

Introduce the new ipr token (and its variations), tlp202412, for the v3 specification.
Make that token the default value for the ipr instead of trust200902.

For v2 specification, ipr tokens are defined in grammar. Any changes will require an RFC update³.
