Implement missing bitfields in R_RESET_DEV

Let's make sure the R_RESET_DEV implementation is up to date.

We don't need to implement: RST_EE, SAVE, NAME_TO_DEFAULT, and BOOT_EE and can use their stubbed out functionality, but we need to make sure they are stubbed out correctly.
