Add R_UID functionality

Let's implement the [R_UID](https://github.com/harp-tech/protocol/blob/main/Device.md#r_serial_number-u16--device-serial-number).

Additionally, the previous register containing at 16-bit serial number should mirror the first two bytes of this serial number.
