Documentation needs to be built on RTD

The documentation is outdated on RTD. The docs were built the last time 3.5 years ago.

While reactivating the build make sure you switch the runtime from Python 2 to Python 3 ("Python Interpreter" option). Various projects are hit by Python 2 still being the default and now gradually refusing service due to incompatible dependencies.
